The short answer is that Ontario does not give every basement the same shopping-list recipe. A compliant result depends on the applicable Code path, the approved wall or floor assembly, and the actual basement. That is why buying insulation first and drawing the wall later is such an efficient way to buy insulation twice.

What does Ontario code actually require?

Ontario's current Building Code governs construction, while the applicable energy-efficiency route may use Supplementary Standard SB-12. The required insulation level and details can vary with the building, climate zone, assembly, renovation scope, and compliance option. The approved permit drawings and your municipal building department are the project-specific answer.

Think in layers: foundation condition, water control, insulation, air control, vapour control where required, framing, services, and interior finish. A batt marked with an impressive number does not fix a wall that lets indoor air reach cold concrete.

Should I fix moisture before insulating?

Should basement insulation go inside or outside?

Exterior insulation can keep the foundation warmer and can pair well with exterior water-control work, but it requires excavation and careful protection. Interior insulation is common in renovations because it is accessible, but the layers must control air leakage and moisture without trapping water against vulnerable materials. Neither location is automatically right for every existing foundation.

Do not choose the assembly by insulation type alone. Ask how it handles rim joists, ledges, stone or block walls, below-grade wood, electrical boxes, plumbing, fire blocking, and transitions to the slab and above-grade wall. The awkward junction usually matters more than the handsome middle of the wall.

What must stay visible for inspection?

Your permit will identify required inspections. Insulation, air-barrier details, framing, and service rough-ins commonly need review before drywall covers them.
