Deck Ledger Flashing in Ontario: The Detail That Saves the House

A practical Ontario guide to deck ledger attachment and flashing, including brick veneer, door thresholds, corrosion, permit drawings, and warning signs.

Treat the deck ledger as one of the most serious boards on the job. It carries one edge of the deck and interrupts the wall where rain and melting snow would enjoy an invitation indoors. That makes it a rare two-trade detail: structure and water management in the same narrow strip. Perfect fasteners with bad flashing can rot the rim board; beautiful flashing over screws that miss framing is decorative stationery.

Start with the rules that actually govern the project

Ontario now adopts the National Building Code of Canada 2020 with Ontario amendments through O. Reg. 163/24. The province keeps the current code and compendium links on its Ontario Building Code page. Start there, but do not treat it as one universal ledger schedule for every house. The permitted drawing, verified wall and floor assembly, selected fastener's evaluated instructions, and local building official still control the detail.

Municipal requirements also matter. Oakville's deck page says any deck attached to a house requires a permit and asks for a section showing how it attaches. Toronto's deck guide asks for footing, framing, stair and guard details, plus a site plan. Different municipalities may review the same safe assembly through different forms and zoning checks. Code is provincial; permitting, zoning and the review conversation are local.

What the ledger is really connecting

On a conventional attached deck, joists frame into or bear beside a ledger. The ledger transfers vertical load into a structural rim board, band joist, foundation wall or another specifically designed backing. Separate connectors may also be required to manage lateral forces that try to pull the deck away from the house. The key word is structural. Vinyl siding, fibre-cement siding, exterior insulation, stucco and masonry veneer are finishes or enclosure components. None becomes a rim joist because a long screw passes through it.

A ledger detail has to identify every layer, not merely the board you can see.

Flashing works by gravity, not optimism

A wall sheds water through overlapping layers. The upper layer laps over the lower layer so water keeps moving outside. Natural Resources Canada's building-envelope guidance describes flashing and a drainage plane as part of the strategy that keeps a structure dry. Our test is simple: can every drop still travel down and out? The ledger must join that strategy, not get bolted across it like a dam.

In a typical wood-framed wall, that means removing enough cladding to expose and assess the water-resistive barrier, repairing damaged material, integrating a compatible membrane or flashing behind the upper drainage layer, and directing it over the top of the ledger with a positive drip edge. Ends need thought too. Water arriving at the end of a flashing should be sent out, not sideways into an unprotected cut in the wall.

The Simpson Strong-Tie deck construction guidance likewise calls for approved corrosion-resistant flashing at a deck attached to a wood-frame wall. The construction sequence we prefer

  1. Confirm the permit and zoning path. Attached decks generally trigger municipal review. Confirm heritage, conservation, tree and setback issues before ordering material.
  2. Open the wall deliberately. Remove enough finish to identify sheathing, drainage plane, structural backing, hidden services and any existing damage. Do not fasten through mystery layers.
  3. Repair before covering. Soft sheathing, a decayed rim board, torn membrane or a leaking door sill is part of the scope now. A new ledger does not make old rot load-bearing.
  4. Install the approved water-management detail. Integrate compatible membrane and metal flashing in shingle-lap order. Protect penetrations while preserving a route for water to drain out.
  5. Install the specified structural connection. Use the fastener or anchor, spacing, embedment, washers, edge distances and lateral hardware shown on the accepted design and product instructions.
  6. Keep the work visible for inspection. Do not hide the ledger, hangers or flashing behind decking or finishes before the required inspection has occurred.
  7. Photograph the concealed work. Wide shots establish location; close shots show flashing laps, fastener layout, product labels and repaired backing. Keep them with the permit record.

This is not a universal installation recipe. Wall types vary, and exterior insulation, stucco, insulated concrete forms, old plank sheathing and engineered floors all change the detail. Use the sequence to test a proposal: identify, repair, drain, connect, inspect, document. If one verb is missing, stop and ask why.

Patio doors are where tidy drawings meet real snow

Patio-door ledgers make us slow down. There may be little room between the threshold and deck surface, while wind-driven rain, snow and splash all collect there. The door pan, sill flashing, wall drainage plane and ledger cap must work as one drainage sequence. A strip of metal tucked under the threshold after everything else is built is not a clever save. It is usually too late.

Brick veneer, stone veneer and stucco need their own answer

Brick veneer is not a structural foundation wall. It is cladding tied back to the structure with an air space behind it. Any proposal that casually says 'bolt through the brick' makes us suspicious immediately. Crushing the cavity, relying on veneer to carry the deck, or blocking drainage can create structural and moisture problems at once. A designed connection may pass through using specified spacers and anchors into verified framing, but that is engineering, not permission to buy longer lag screws.

Stone veneer, exterior insulation systems and stucco raise similar questions about load transfer, compression, drainage and repairability. When the wall cannot accept a simple, inspectable ledger, we often prefer a freestanding deck with a beam and footings near the house. It uses more framing, but avoids turning a complicated wall into a structural experiment. Compare helical piles versus concrete footings, then confirm the system on the permit drawings.

Fastener compatibility is not a cosmetic detail

Pressure-treated lumber, exterior moisture, de-icing salts and dissimilar metals can accelerate corrosion. Use connectors, structural fasteners and flashing that are mutually compatible and approved for the exposure. Do not pair a carefully specified hanger with random screws from an open coffee can. The manufacturer names the fastener because capacity belongs to the whole assembly, not to whatever happens to fit through the hole.

This is also why one generic ledger spacing chart is a bad homeowner takeaway. The American Wood Council's connection note explains the danger of nail-only ledgers, but its American tables are not an Ontario design. Spacing changes with span, load, fastener, substrate and geometry. Ask for the exact product and accepted spacing. If the answer is 'lots of screws,' the drawing is unfinished.

How to inspect an existing ledger without pretending to be an engineer

  • Look from below for dark staining, softened wood, fungi, rust streaks or white mineral trails near the ledger and door opening.
  • Check whether flashing visibly projects over the ledger and whether its ends discharge outside the wall assembly.
  • Look for a ledger installed directly over cladding, fastened only with nails, or apparently supported by brick veneer.
  • Watch the connection while another adult walks normally on the deck. Visible separation or movement deserves immediate professional assessment. Do not stage a bounce test.
  • Inspect the interior rim area, basement ceiling or crawlspace where accessible. Staining beneath the door or at fastener penetrations can reveal a leak before the exterior looks dramatic.
  • Check municipal property records for a permit. Lack of a record does not prove failure, but it changes how much evidence is available when the connection is concealed.

  1. What exact part of the house carries the ledger load?
  2. How does water from the wall drain over, around and past this connection?
  3. What exact fasteners, anchors and lateral connectors are specified?
  4. How are brick, insulation, stucco, siding and the patio-door sill handled?
  5. Which details remain exposed for inspection, and what concealed-work photos will be delivered?

Things homeowners ask.

  • The structural connection must not rely on vinyl siding. A typical durable detail removes cladding at the ledger, verifies structural backing, restores the wall drainage plane and integrates flashing before the ledger and siding transitions are completed. The accepted permit detail should show the exact assembly.

  • Do not treat brick veneer as structural support. Some projects use an engineered connection through veneer into verified framing with specified spacers and anchors; others use a freestanding deck. The right choice depends on the wall assembly and must be shown on the design accepted by the municipality.

  • No. Sealant can support a flashing system at selected joints, but it is not a substitute for shingle-lapped flashing connected to the wall's drainage plane. Sealant ages and moves; the assembly should still direct water down and out by geometry and gravity.

  • Use only the structural fastener or anchor specified for the verified substrate, load and geometry, installed at the spacing and edge distances on the accepted drawing and current product instructions. Ordinary deck screws, drywall screws and nail-only attachment are not a ledger design.

  • Look for staining, softened wood, rust trails, damaged sheathing, interior marks below the door, missing or reverse-lapped flashing and trapped debris. Because serious damage can stay concealed, selective opening and moisture probing may be needed when symptoms or movement are present.
